Cleveland County requires a food handler permit for anyone who handles food commercially in Norman or Moore. The permit is issued by the Cleveland County Health Department, costs $10, and must be obtained before your first shift — not within 30 days of being hired.
Quick answer
- Permit name: Cleveland County Food Handler Permit
- Issued by: Cleveland County Health Department
- Cost: $10
- Format: Online only — in-person classes are not currently scheduled
- Valid for: 3 years
- Portal: cleveland.foodemployeepermit.org
- Cities covered: Norman and Moore
- Deadline: before you start work
The most important thing to know
A generic “Oklahoma food handler card” from a national provider (StateFoodSafety, eFoodcard, ServSafe Food Handler) does not satisfy the Cleveland County permit requirement. The county requires its own program. If you work in Norman or Moore and your manager says to “get a food handler card online,” the card they need is from cleveland.foodemployeepermit.org, not from a national provider.
Norman and Moore: the deadline
Both cities require the permit before hire, not after. Norman’s ordinance bars a person from working in a food establishment unless they already hold a current, unrevoked permit from the health officer. Moore uses the same standard. Starting work without the permit is a code violation.
Renewing the permit
Permits are valid for 3 years. Reprints are free. Renew through the same online portal before expiration.
Other Oklahoma counties
- Tulsa County: separate $20 Tulsa Health Department permit, available online or at a THD kiosk — see Tulsa County food handler card.
- Oklahoma County (OKC metro): no worker card required (Oklahoma County guide). The establishment must have a certified food protection manager, but individual workers are exempt.
- Everywhere else in Oklahoma: no card required by law. Some employers require training documentation; a national online course covers most of those requests.
